One in a set of six so-called "haystack measures".
Haystack measures like these examples were sometimes used in the great kitchens large 19th Century British houses. They were also used in pubs to measure beer and ale. Even today, they are sometimes seen in British pubs where they are kept for decorative purposes.
Most of the examples in this set bear a government seal which verifies the accuracy of the measure. Seals on British measures were often renewed when government officials re-verified their accuracy. As a result, using the seals to estimate the manufacturing date of measures is possible only if the first seal can be identified and read. History of Use
